fith reference to the letter from this department No. 7 5301/194/10 of the 19th ultimo, requesting the observations of the Board of Frade on a despatch from Ris Majesty's Chargé d'Affaires et "eking regarding the position of British Consular officers in China in dealing with applications for emigracion iicenoes for foreign ships, other than chiness, sailing firest to British orts, I an directed by Secretary (ir Austen Chamberlain to enclose herein copies of see further despatches from ar.
